The City and The City by China Mieville
The Wertzone — ... an impressive novel built around a concept which is not handled as well as it could have been if it was in Bas-Lag or another secondary world. But the prose is peerless, the characters are well-defined and the mystery intriguing, and it'll probably still be one of the highlights of the year come the end-of-year discussions.
